Pentru o mai bun\u0103 protec\u021bie \u00eempotriva riscurilor asociate cu expunerea la produce chimice<\/strong>, Uniunea European\u0103 a adoptat la 18 decembrie 2006 Regulamentul REACH<\/strong>, (abreviere a denumirii din limba englez\u0103 R<\/em><\/strong>egistration, E<\/strong>valuation, A<\/strong>uthorisation and restriction of CH<\/strong>emicals<\/em>).<\/p>\n

Care sunt obiectivele urm\u0103rite de REACH<\/strong>?<\/h3>\n

 <\/p>\n

Acest Regulament este destinat s\u0103 asigure produc\u021bia \u0219i utilizarea substan\u021belor chimice \u0219i s\u0103 evalueze impactul poten\u021bial at\u00e2t asupra s\u0103n\u0103t\u0103\u021bii omului, c\u00e2t \u0219i asupra ecosistemului.<\/strong><\/p>\n

\u00cen prezent, este considerat\u0103 cea mai complex\u0103 legisla\u021bie<\/strong> elaborat\u0103 de Uniunea European\u0103 \u0219i cea mai important\u0103 din ultimii 20 de ani<\/strong>. A fost nevoie de 7 ani pentru redactarea celor 849 de pagini care \u00eel compun.<\/p>\n

P\u00e2n\u0103 \u00een prezent este cea mai strict\u0103 legisla\u021bie care stabile\u0219te cadrul normativ \u00een domeniul substan\u021belor chimice,<\/strong> cu impact asupra industriilor de pe \u00eentreaga planet\u0103. REACH este regulamentul aplicabil anumitor substan\u021be specificate, orice \u00eentreprindere importatoare de bunuri din Europa put\u00e2nd fi afectat\u0103.<\/p>\n

Cum se controleaz\u0103 respectarea normelor REACH<\/strong>?<\/h3>\n

 <\/p>\n

\u00cen jur de 143.000 de substan\u021be chimice comercializate au fost pre-\u00eenregistrate p\u00e2n\u0103 la data limit\u0103 de 1 decembrie 2008, deoarece substan\u021bele pre-\u00eenregistrate dispuneau de un termen mai mare pentru realizarea demersurilor de \u00eenregistrare.<\/p>\n

\u00cen prezent, furnizarea de substan\u021be pe pia\u021ba european\u0103, care s\u0103 nu fi fost pre-\u00eenregistrate sau \u00eenregistrate este ilegal\u0103.<\/strong><\/p>\n

Ce alte aplica\u021bii are REACH<\/strong>?<\/h3>\n

 <\/p>\n

REACH <\/strong>reglementeaz\u0103 regimul Substan\u021belor chimice foarte periculoase<\/strong> (abrevierea este SVHC<\/strong>, din limba englez\u0103 S<\/em><\/strong>ubstances of V<\/strong>ery H<\/strong>igh C<\/strong>oncern<\/em>), din cauza impactului negativ poten\u021bial asupra mediului \u0219i a s\u0103n\u0103t\u0103\u021bii popula\u021biei.<\/p>\n

\u00cencep\u00e2nd cu 1 iunie 2011, Agen\u021bia Chimic\u0103 European\u0103<\/strong>, (cunoscut\u0103 \u0219i sub denumirea de ECHA<\/strong> din limba englez\u0103 E<\/em><\/strong>uropean CH<\/strong>emical A<\/strong>gency<\/em>) trebuie s\u0103 primeasc\u0103 notific\u0103ri privind prezen\u021ba SVHC \u00een<\/strong> articole \u00een care cantitatea total\u0103 folosit\u0103 dep\u0103\u0219e\u0219te o ton\u0103 pe an<\/strong> \u0219i este prezent\u0103 \u00een peste 0,1% din masa obiectului.<\/strong><\/p>\n

C\u00e2teva utiliz\u0103ri ale acestei substan\u021be pot face obiectul procedurii prealabile de Autorizare ECHA<\/strong>. Solicitan\u021bii trebuie s\u0103 includ\u0103 planuri pentru \u00eenlocuirea acestor substan\u021be cu alternative mai sigure.<\/p>\n

Cum este afectat\u0103 industria o\u021belului de Regulamentul REACH?<\/strong><\/h3>\n

\u00cen compozi\u021bia o\u021belului nu se include deliberat niciuna dintre substan\u021bele ce fac obiectul acestui regulament. Prin urmare, produsele din o\u021bel nu sunt afectate de acest regulament.<\/strong><\/p>\n
